Spread the word: Important News for CT Firefighters from the CSFA lobbyist at the State Capitol

I have been asked by the UPFFA to make contact with as many of our members as possible requesting some assistance.  The subject bill is the bill that would provide for workers’ comp coverage for firefighters who contract certain cancers.  They would be considered job-related.  Your municipality could contest the claim, but THEY would have to prove that it was NOT fire service related.
As we expected there have been a few speed bumps along the way, but the bill has survived two separate committees and is currently on the House calendar awaiting further action.  It also is being co-sponsored by more than 40 legislators, something you don’t normally see before a bill is passed.  The speed bumps have been caused by a negative editorial in the Hartford Courant on 5/6.  Also, today’s CT Mirror had a news article that pretty much explained the issues; not very positive, but not totally negative.  It also has been mentioned that a major municipal lobbying organization has contacted legislators asking them to “kill” the bill as it would be a costly municipal mandate.
Please be aware that this bill would provide coverage for volunteer firefighters as well as career/paid firefighters.  There has been some mention about various funding mechanisms “especially for VOLUNTEER departments”.  To date the UPFFA has held to the premise that the fires are the same for both paid and volunteer firefighters.  Also note that if you were to contract any of these certain cancers, without this benefit, there will not be a paycheck at home for your family.
What is needed will only take each and every one of you no more than 5-10 minutes of your time.  We are asking each of you to contact your local legislator by email and ask them to support YOU by voting to pass this important benefit for firefighters.  Not a letter, just an email.  Everyone has a local Representative and a Senator.  The language can be the same for each.  Is it not worth your time to obtain this benefit?  Maybe get a little peace of mind for your spouse and children.  AND, if you are fortunate, YOU WILL NOT NEED THIS BENEFIT AT ALL!!!!!!
Time is critical.  The bill will not come up for a vote until the UPFFA Legislative Rep can prove to the leadership that the votes are forthcoming.  Right now he needs approximately 4-5 votes for a simple majority, but could use a few more for good measure.  The General Assembly adjourns on 6/3, just over 3 weeks from now, and the bill has to pass both the House & Senate.

CSFA Firefighters to hold 132nd Convention in Upper Naugatuck River Valley, Sept. 18-20

Beacon Falls to host 2015 Convention, Events in Oxford and Seymour

CSFA welcomes all family and friends of the Fire Service to join the family fun at our 132nd annual Convention weekend and parade. This year the Connecticut State Firefighters Association proudly joins the Beacon Falls Fire Department as it celebrates 115 years of service to the surrounding communities. The festivities include our Annual Connecticut State Firefighters Association Parade and other events. The festivities begin on Friday, September 18 and will last through the entire weekend until Sunday, September 20, 2015.

Hundreds of Firefighters from across the state celebrated with families, friends and colleagues at the Seventh Annual Hall of Fame Dinner for the Connecticut State Firefighters Association.

Once again, the event was tremendous success and CSFA would like to thank everyone who helped to make the event a memorable tribute to this year’s honorees.

CSFA Hall of Fame Award Details and Requirements

Purpose: To recognize a present or former member(s) of an organized Fire Department who has served both his or her department and state association(s) above and beyond normal expectations over an extended period of time. They shall have demonstrated leadership and have shown themselves to be a motivating force for the betterment of the Fire Service throughout Connecticut and the United States. These persons shall have contributed in a positive way to the enrichment of the Fire Service organizations they represented. Recipients’ names will be placed in alocation of prominence as a remembrance of their efforts which have benefited and improved the Fire Service of the state.

Eligibility: Any Firefighter who has served in a Fire Department and who has contributed to the betterment of the Fire Service on a local state or national level.

Nomination: Only one nomination shall be submitted annually and must be a recognized member of a fire department or a recognized fire service organization in the state of Connecticut the nomination shall include positions, deeds, accomplishments and awards of distinction. Review of nominations will be made by the CSFA awards committee. Awards as a result of brave actions will be given under a separate format administered by CSFA.

Applications: To be completed on CSFA application forms and received by the CSFA Awards Committee no later than July 1st. Persons nominated by a Fire Department shall be on CSFA applications and signed or countersigned by the active Chief of Department as well as the submitter. Those nominated by a state association shall be signed by the current president. All applications will be kept on file and reviewed in subsequent years.

Awards: To be made annually at the Hall of Fame awards dinner. A pin and plaque of accomplishment will be awarded to each recipient or their family in case of posthumous award. The number of awards to be presented each year will be recommended by the Hall of Fame Committee to the Executive Committee of CSFA at the February meeting.

CSFA Legislative Update – February 16, 2015 from Ted Schroll, Jr.

Just a quick rundown since I sent info on last Wed.  Public hearings coming up this week include;
Tues. 2/17  Public Safety H.B. #6776 (Just Cause for Dismissal of Fire Chiefs), S.B. #475, #631, & S.B. 902 (PTSD W/C coverage for police officers & firefighters).
Tues. 2/17 Labor H.B. #5871 (Cancer W/C coverage for firefighters).
Thurs. 2/19 Public Safety H.B. #6303, #6494, & #6777 (Residential Sprinklers)  ****Please note that this public hearing will be off-site at the West Hartford Town Hall 50 South Main Street.
I will include headings for each hearing.  If anyone will be attending the hearings on the 17th and needs assistance in sign ups, contact me.  If unable to attend, but wish to submit written testimony, you can submit the testimony on your letterhead to the email address on the committee heading.  Or, you can always email to me and I will hand carry to the committee clerk.  Unfortunately, unless there is some change, I do not expect to attend the public hearing on the 19th at West Hartford.
Other activity last week:  Public Health met on 2/11 and voted to have public hearings on the following bills.  H.B. #5907, #5911, #5912, #6658, S.B. #684, & #800.  I will let you all know when those hearings are scheduled.

CSFA Legislative Update – May 14, 2014 from Ted Schroll, Jr.

The 2014 regular session of the CT General Assembly came to an end at midnight on Wednesday 5/7/2014.  As you will notice by the number of bills passed on 5/7, there was a flurry of last minute activity.  I am sending along the listing of tracked bills as of Thursday A.M., the “day after”.
As I have mentioned in years past, it’s possible that all legislation is not flushed out yet.  Sometimes it takes a few weeks to find out that there are some issues that appear to die, but show up in some obscure bill at a later date.  One such catch-all can be the budget implementer bill.  This year’s implementer is some 300 pages with just over 250 separate sections.  Already there are two of my tracked bills that were inserted.  Per my list, it would appear that H. B. #5542 and H. B. #5503 died on the calendar.  However, the content of both of these bills are found in the implementer bill.  H. B. #5542, more commonly referred to as the PSA Task Force Bill passed the House but did not get taken up in the Senate.  The proponents of the bill were able to get the entire language from H. B. #5542 inserted into sections 19-22 of the implementer, and the initiative was passed into law.  Some proponents of this issue have referred to this issue as “the single biggest change to EMS in CT in the last 40 years.  The initiatives of H. B. #5503 was similarly passed within section 162 of the implementer bill.  As of 10/1/2014, the UConn Health Center will become it’s own PSA.
Bills of note that did NOT pass were H. B. #5070, the Goshen Vol. F.D./OSHA bill; H. B. #5533, the workers’ comp/PTSD bill for some public employees; and S. B. #439, the EMS A/B recommendation bill.
Some issues that DID pass were S. B. #29, the bonding bill that includes almost $16 Million which it is hoped will provide all the additional needed funding to complete the Regional Fire Training School Capital Improvement Project started in the late 1990’s; S. B. #101 establishes September 27th of each year as First Responder Day; section 6 of S. B. #235 requires DOT to conduct an analysis of the corrosive effects of road chemical treatments.
All Fire Departments and emergency responders should take note and familiarize themselves with the provisions of S. B. #430.  It is my understanding that this bill makes changes to current legislation pertaining to emergency vehicles passing a standing school bus with flashing red lights.  If you note, these changes will take effect on 10/1/2014.

CSFA Legislative Update – April 28, 2014 from Ted Schroll, Jr.

All,
I have added one new bill this week.  While scanning through some bills, I came across H. B. #5307.  If passed, it would exempt F.D.’s from the registration fees ($400) for chemical detectors that contain radioactive material.  On the flip side, I will be removing one of the bills next week.  H. B. #5580, which was one of the PSA Task Force bills was referred to the Appropriations committee and they deleted Sections 4-8, which referred to PSA Task Force recommendations.  However, H. B. #5542 which Mary-Ellen Harper has been supporting is still alive and well.  It is also in the Appropriations committee.  They have a meeting on Monday, and it is expected that #5542 will be voted out of committee and back to the calendar.  If any of you have not contacted your local legislator yet to support this bill, now would be the time.  You can contact Mary-Ellen Harper by email at harperm@farmington-ct.org to obtain legislative contact information.
